The Move to Class 1 MELT

In 2019 the Canadian Council of Motor Transport Administrators (CCMTA) introduced National Safety Code (NSC) Standard 16: Commercial Truck Driver Entry Level Training (Class 1). NSC Standard 16 aims to ensure that applicants possess the basic knowledge and driving skills to safely operate a Class 1 commercial vehicle on Canadian roads. This pre-licensing training requirement for Class 1 trucking includes three core learning environments: (i) in class, (ii) in-yard, and (iii) in-cab. All Canadian Provinces and Territories have signed a Memorandum of Understanding outlining their intention to implement NSC Standard 16.

A January 2021 update to the Standard enabled digital delivery of the in-class (theory) portion of the program via e-Learning (i.e. Learning Management Systems) and virtual classrooms.

Offering MELT training via e-Learning helps address various in-class delivery challenges, including:
  • Consistency – of training content, quality, and delivery of testing  and rolling out training updates.
  • Availability – of training via classroom only limits accessibility for both remote and new Canadians and a younger demographic and creates a bottleneck for advancing more drivers through the training pipeline to address labour shortages.
  • Trial – of the MELT program is not feasible for the in-class model, thereby impacting recruits as they must commit to the significant investment associated with the full program, and potential travel or relocation to complete in-class training.
  • Tracking – of results without a centralized reporting tool impacts both knowledge ‘results’ reporting, and effective credential provisioning, monitoring, and reporting at Industry, Province/Territory, and Federal levels.

As of March 2021, Ontario, Manitoba, Saskatchewan, and Alberta have adopted the NSC Standard 16, with Saskatchewan being the first to offer an e-Learning option (via SGI). British Columbia announced that MELT will be a prerequisite for Class 1 licensing starting in October of 2021.

An Industry-First Online MELT Solution

In response to the challenges presented in launching Provincially-mandated MELT driver training Bluedrop got to work on an innovative technology-driven solution.

Leveraging its globally recognized e-Learning experience and the innovative SkillsPass training platform, Bluedrop developed the industry-first online training solution to support the move to Canadian-wide MELT. The resulting SkillsPass Online MELT program meets NSC Standard 16 provisions, and covers all in-class curriculum content, thereby helping transform the delivery model for the in-class portion of the training.

The solution- first deployed by SGI in Saskatchewan in 2021- offers a variety of benefits for all stakeholders, all with the intent of driving More Recruits…and Safer Drivers:

  • Enable continuous real-time improvements- no risk of stale content still circulating.
  • Interactive elements and knowledge checks produce better knowledge transfer.
  • Provides an ongoing resource for new drivers to refer to after their license.
  • Increases training school throughput, as in-class and instructor requirements are reduced or eliminated.
  • Is cloud (SaaS) based, easy to activate, and highly flexible in terms of deployment approach for each region.
  • Can be easily modified for unique jurisdictional training content needs or legislative requirements.
  • Strictly adheres to all applicable SaaS data security and privacy requirements, most notably our System and Organizational Control (SOC) 2 Type 1 Audit Certification.

The Saskatchewan Online MELT Story

On March 29, 2021, Saskatchewan became the first jurisdiction to offer online training for Class 1 drivers. The classroom portion of the Mandatory Entry Level Training (MELT) was made available as an augment to in-class training via Bluedrop’s SkillsPass™ Online MELT Program.
